I wonder a couple of things - 1. How did this law get passed without any of the innkeepers noticing it? and 2. Did the legislators who drew up/pushed the bill not realize that they were going to have this effect on the B&Bs? (if not, why not?)

It was all over the place when it was happening and the NYC Innkeepers WERE on top of it - but they were not a big enough entity ($$$$$) to get any grease. They appealed for funding to help with the fight thru PAII

And at the time Jay was still heading PAII and did meet with the NYC powers to try to help.
