Many of them get some sort of license from the State Agriculture Dept. I forget what it is called. And they say this gets them by.
I don't think so...but that is what they do.
Maybe some of this applies???

Allows the sale of food products made from any fruit, grain, herbs, honey, meat, milk, mushrooms, nuts, poultry, seafood, or vegetables by a farm operation employing 10 or fewer people or by a private home, so long as (i) the sale is made directly to consumers and (ii) the product is labeled with the producer's name and address, the product's ingredients, and a disclosure statement indicating the product is not subject to Virginia's food safety laws or regulations.

i think many think tha anything goes, for some reason. Certain locales like the one in the article are sticklers, AND we have innmates here who had to install a commercial kitchen to serve/sell dinners to tgeir guests.
 
See in the UK its a lot easier - just have to show you are clean and aware of fridge temps and stuff like that - I could start making my own jam to serve to guests tomorrow if I wished to- only thing that is a stickler is alcohol and they are relaxing that at the moment (so they say) we would be able to serve 1/2 a bottle of wine or equivalent to each guest without a liscence.
